Chatham historic dockyard is a place, which despite its current problems, has a high potential, being rich in historically valuable buildings and the views of the riverfront. Vehicular traffic should be minimised throughout the site for the benefit of pedestrian circulation. Some of the urban blocks need reshaping and some areas should be given a new function in order to develop the potential the city has.
